What is Google Play closed testing (and why 12 testers for 14 days)?

If you created a new Google Play developer account, you now need to run a closed test before you can publish your app to production. This trips up a lot of developers, so here is the short version.

The requirement

Google requires that new personal developer accounts run a closed test with at least 12 testers who stay opted in for 14 continuous days before you can apply for production access.

That means you need real people on real devices who keep the app installed for two weeks.

Why it exists

The goal is to reduce low-quality and abusive apps by making sure real users try your app before it reaches the whole Play Store.

The two things that go wrong

  1. Not enough active testers. Twelve people who install and then uninstall do not count — they need to stay opted in.
  2. Forgetting to press “Send”. After you add testers in Play Console, you must press Send in the Publishing overview. Without it, the invite is never approved.
